Bharat Net Phase II kicks off in Jharkhand, to create robust digital infrastructure

Bharat Net is a project of national importance to establish, by 2020, a highly scalable network infrastructure accessible on a non-discriminatory basis, to provide on-demand, affordable broadband connectivity of 2 Mbps to 20 Mbps for all households and on-demand capacity to all institutions, to realise the vision of Digital India, in partnership with states and the private sector.

New Delhi: Phase II of Bharat Net programme kicked off recently in Jharkhand, with an aim to create robust and stable digital infrastructure within a time frame of 1 year.

The second phase of the Bharat Net Project is being implemented by JCNL in Jharkhand for which order has been placed on Himachal Futuristic Communications Limited (HFCL). The project will deploy backbone optical Fiber cables, GPON components and Radio Network in 1,684 administrative units called “Gram Panchayats” in the state.

The inaugural ceremony of the JCNL project, held on June 17, witnessed presence of several high-profile officials and dignitaries of state government. Those prominent ones included Vinay Kumar Choubey (Secretary, IT Department), Vikas Kumar (Under Secretary, IT dept), JCNL CEO UP Sah and Mr. Sunil Kulshrestha, President, HFCL.

In his inaugural address, It Department secretary Vinay Kumar Chaubey listed the importance of connecting Blocks with Gram Panchayats and the impact it will have in availing facilities at Pragya Centre’s setup by Jharkhand Govt in villages.

JCNL CEO UP Sah pledged to extend support to HFCL in all means possible to make the Project a grand success and also implored BBNL & BSNL to extend their support to make the project executed under Digital India Vision a success.

About the JCNL project/work order

Notably, the Jharkhand Communication Network (JCNL) gave a work order worth Rs 527.44 crore to HFCL for implementing project in the state.

The work order has been given for survey, planning, supply, installation, end-to-end integration, testing and commissioning of optical fibre cable (OFC — underground and aerial), GPON network and radio network at 1,684 gram panchayats of Jharkhand.

The project shall be implemented within one year from the date of receipt of the work order from JCNL. HFCL needs to offer 4 years of operations and maintenance service including 1 year of warranty after completion of the project.

After the 5th year, a separate work order would be issued by JCNL for Operations and maintenance for a period of another 4 years.

JCNL is a state-owned telecommunication company in Jharkhand. HFCL is one of the top fiber optic cable manufacturing companies in India. The HFCL is also setting up the optical fiber production unit in India and announced a significant expansion of its existing fiber cable manufacturing capacity through its subsidiary i.e. HTL Limited.

The entire project is being funded by the Universal Service Obligation Fund (USOF), under the Union Ministry of Communications.
