Railways issues revised guidelines on cancellation of already booked tickets, refund of fare with effect from March 21
New Delhi: Ministry of Railways has issued revised guidelines on cancellation of already booked tickets and refund of fare, with effect from March 21.
For trains cancelled by Railways and with respect to PSR Counter Ticket, the guidelines from the Ministry of Railways states, “Refund across the counter can be taken on submission of Ticket up to six months from date of journey (instead of 3 days excluding day of journey).”
For E-ticket–it is Auto Refunded as per the guidelines.
For train not cancelled, however, if the passenger does not want to perform journey, the guidelines states, “As a special case, full refund for already booked reserved tickets, both PSR counter generated and E-tickets shall be given.”
For PSR counter–Passengers can file TDR (Ticket Deposit Receipt) within six months from date of journey (instead of 3 days) at the station and submit the detailed TDR within next sixty days (instead of 10 days) to Chief Claims Officer/CCM Refund’s office for getting the refund amount, subject to verification. E-tickets: Online cancellation and refund facility is available.
Passengers can also cancel PSR counter ticket through 139 or through the website of IRCTC and get across the counter within six months from date of journey (Instead of, upto schedule departure of the train).
Full refund of cancellation amount so deducted, on cancellation of already booked reserved tickets, for journey period starting from March 21, 2020.
For PSR counter tickets Passengers who have already cancelled their tickets for the said journey period starting from March 21 can apply for refund of balance amount of cancellation charge deducted to the office of Chief claims officer or Chief Commercial Managers Refund (CCM-Refund) of concerned Zonal Railways HeadQuarters.
The application for the claiming refund of the balance amount of cancellation charge so deducted can be made through the post in the prescribed format (enclosed) within six months of the scheduled date of journey.
CRIS shall provide a utility for all such tickets to be accessed by CCO/CCM/Refund’s office through which the refund of the remaining amount of cancellation charge so deducted can be made to the passengers.
For E-tickets–Refund of balance amount of cancellation charge so deducted shall be credited to the account of the passengers from which ticket was booked. CRIS and IRCTC shall prepare a utility for providing balance refund amount of cancellation charge. (ANI)

Shramik special trains allowed upto 3 stoppages in destination state
New Delhi: Ministry of Railways on Monday announced that Shramik special trains will now have up to three stoppages — excluding the terminating station — in the destination state. The Ministry has issued modified guidelines on the movement of stranded persons by Shramik special trains.
In a letter to General Manager/Indian Railways and Chief Secretaries of all States and UTs, Ministry of Railways informed about the modified guidelines, “Up to three stoppages — excluding the terminating station — may be provided in the destination state on the request of state government authorities and the train capacity should be equal to the number of sleeper berths on the train.”

Earlier, Union Home Secretary Ajay Bhalla wrote to Chief Secretaries of all states and Union territories (UTs) urging them to allow receiving of all Shramik special trains without any hindrance and facilitate faster movement of stranded migrant workers to their native places. He also requested states to cooperate with Indian Railways in running more ‘Shramik’ special trains.
Ministry of Home Affairs (MHA) had granted permission for movement of stranded citizens including migrants labourers, workers, students, tourists to return to their native towns.
The special trains are being run to transport migrant workers, pilgrims, tourists, students and other persons stranded at different places in the country due to lockdown.
The countrywide COVID-19 lockdown, which was scheduled to end on May 3, has been extended till May 17. (ANI)

Rahul Gandhi attacks Centre for charging train fare from migrant labourers
New Delhi : Congress leader Rahul Gandhi on Monday hit out at the Central government for charging migrant workers for rail travel during the COVID-19 lockdown.
Citing a media report, Rahul Gandhi said that the Railways is charging migrants for rail tickets at the same time donating money in the PM-CARES Fund.
“On the one hand, the Railways is charging ticket fare from migrant workers stranded in various states of the country, on the other hand, the Ministry of Railways is donating Rs 151 crore in PM-CARES Fund. Solve this puzzle!,” Rahul Gandhi tweeted (roughly translated from Hindi).

Special train carrying masks, sanitizers, medicines arrives in Jammu
Jammu (Jammu and Kashmir): Amid lockdown in wake of the coronavirus crisis, a first parcel train carrying essentials commodities arrived at the Jammu Railway Station from New Delhi, here on Friday.
“The train departed from New Delhi last night around 10 pm carrying essential supplies and delivered it to Panipat, Ambala, Ludhiana, Pathankot and Jammu. The essential supplies include masks, sanitisers and other medicines,” Vijay Kumar, Indian Railways Officer told ANI.
Indian Railways on Thursday introduced time-tabled parcel trains for nationwide transportation of essential commodities and other goods, the national transporter said on Wednesday.

Booking of reserved train tickets never stopped except for lockdown period: Ministry of Railways
New Delhi: Defying certain media reports, the Ministry of Railways on Thursday clarified that reservation for journeys post April 14 was never stopped except for the lockdown period.
The Ministry of Railways issued a clarification stating, “Certain media reports have claimed that Railways has started reservation for post-lockdown period. It is clarified that booking of reserved train tickets never stopped except for the lockdown period i.e March 24 to April 14.”
Since, advance reservation period for taking reserved ticket is 120 days, ticket bookings for April 15 and beyond were made open much prior to lockdown period.
In another development, to help the government in its effort to contain the spread of coronavirus, Indian Railways earlier said it would be prepared 20,000 coaches which can accommodate up to 3.2 lakh beds for isolation needs.
There has been an increase of 131 COVID-19 cases in the last 12 hours.
The total number of COVID-19 positive cases on Thursday rose to 1965 in India, including 1764 active cases, 151 cured/discharged/migrated people and 50 deaths, said Ministry of Health and Family Welfare. (ANI)
