Article 370 of the Indian constitution gives a special status to Jammu and Kashmir, thereby allowing it to have a separate constitution, a state flag and autonomy over the internal administration of the state.
In a series of tweets, Rashid had on Sunday said, "People are saying that Jammu and Kashmir Police has no authority on law and order situation. They have been rendered powerless. Everything is in the hands of paramilitary forces. One SHO was transferred on complaint of a CRPF man. SHOs carrying batons. Service revolvers can't be seen on them."
J&K DGP Singh said that the overall number of active terrorists in the Valley and in the Jammu region has come down. Asked about the increase in troop numbers in the state, Singh said: "We had been into a number of activities since last few months. Our troops that have been deployed did not get a chance to relax for a while."
Information about the militants presence was received late on Thursday, following which the early morning raid was conducted.
