Ration delivery scheme: BJP exposes Arvind Kejriwal’s model of mismanagement, calls it ‘total failure’

The provision of One Nation-One Ration Card was made by the Central Government. But the Delhi government refused to proceed on this subject, due to which thousands of laborers are deprived of taking ration today.

New Delhi: BJP spokesperson Sambit Patra on Sunday attacked Delhi Chief Minister Arvind Kejriwal after he slammed the Central government for putting a stop to the government’s doorstep ration delivery scheme that was scheduled to start on Monday, asking why, despite writing to the Centre five times, the scheme had been brought to a halt.

Clearing the allegations, Patra said, “Arvind Kejriwal has spoken in such a way that the people of Delhi are being denied their rights. While it is not so.”

Ration is also being provided to the needy in Delhi through the National Food Security Act and Pradhan Mantri Garib Kalyan Other Scheme, Patra said.

 

He further said, “Arvind Kejriwal gives only Rs 2 per kg on wheat under the National Food Security Act and the central government gives Rs 23.7 per kg. On rice, Kejriwal gives only Rs 3 per kg and the central government gives Rs 33.79 per kg.”

“Arvind Kejriwal  wants to distribute ration in addition to this, so he can buy ration for this. Ration can be purchased at the notified rates. There will be no objection to the central government or anyone on this.”

Arvind Kejriwal slams Centre for lifting doorstep ration delivery scheme

In a press conference, Kejriwal said that all preparations had been made for the scheme. “Just two days before the ‘Doorstep Delivery of Ration’ scheme’s implementation, the Central government stopped it. If this ghar-ghar ration scheme was implemented, the ration mafia would be stopped. The strings of this ration mafia reach right to the top.

This is the first time a government has had courage to stand up to the ration mafia,” he said.

He added, “Even if legally, we don’t need the Centre’s permission to implement this scheme, and even if the Delhi government is fully capable of executing this, we got your approval not just once, but five times.”

The Chief Minister also mentioned that case that was filed in the Delhi High Court over the scheme by ration shopkeepers and asked by, despite the court denying a stay on the scheme, had the Centre stalled it.

He added, “I request you (PM Modi) with folded hands on behalf of Delhi’s 70 lakh poor people, please don’t stop this scheme (Doorstep Delivery of Ration). It is in the interest of the nation. There should be no politics over matters meant for the country’s benefit.”

Why Centre stopped doorstep delivery of ration scheme MMGGRY ?

After the Centre stopped the doorstep delivery of ration scheme MMGGRY (Mukhya Mantri Ghar Ghar Ration Yojana) of the Delhi government, Chief Minister Arvind Kejriwal-led government on Wednesday decided to implement the scheme without a name.

The Delhi cabinet approved to implement the doorstep delivery of ration scheme by dropping the name. The proposal for the same will now be sent to the central government. Earlier the scheme was scheduled to be launched on March 25 under the name Mukhya Mantri Ghar Ghar Ration Yojana. However, the Union Ministry of Consumer Affairs stopped the implementation of the scheme citing that the subsidised foodgrains being allocated by the department for distribution under the National Food Security Act (NFSA) cannot be used for running any state-specific or other scheme under a different name other than NFSA.

“The use of new nomenclature or scheme name for distribution of NFSA foodgrains by the Government of National Capital Territory of Delhi is not permissible,” the Consumer Affairs Minister said.

The Delhi government is planning to provide packaged wheat flour, packaged rice and packaged sugar under the Targeted Public Distribution System.

Cabinet approves free foodgrain under PMGKAY for May and June 2021

Earlier, The Union Cabinet approved the allocation of additional foodgrain to NFSA beneficiaries under Pradhan Mantri Garib Kalyan Anna Yojana (Phase III) for a period of two months — May and June 2021.

The Cabinet, chaired by Prime Minister Narendra Modi, has given its ex-post facto approval for allocation of additional foodgrains under Pradhan Mantri Garib Kalyan Anna Yojana Phase III- for another period of 2 months, May to June, 2021 at 5 kg per person per month free of cost for about 79.88 Crore beneficiaries covered under NFSA (AAY & PHH) including those covered under DBT.

“The allocation of additional food-grain free of cost to approximately 79.88 crore individuals under TPDS @ 5 Kg per person per month for two months i.e. May to June 2021 would entail an estimated food subsidy of Rs 25332.92 crore taking the estimated Economic Cost of Rs 36789.2/MT for rice and Rs 25731.4/ MT for wheat,” the official release reads.

The State/UT-wise allocation in terms of wheat/rice was decided by the Department of Food & Public Distribution on the basis of the existing allocation ratio under NFSA.

The Department of Food and Public Distribution may also decide on the extension of the lifting or distribution period under PMGKAY as per operational requirements keeping in view partial and local lockdown situations, and also arising out of adverse weather conditions like a monsoon, cyclones, supply chain and Covid-induced constraints, etc.

The total outgo in terms of food grains may be approximately 80 lakh metric tonne.
