Regulating Madrasas: UP govt to bring law on teachers appointment, TET qualification mandatory

New Delhi: The Uttar Pradesh government is set to bring a new law on appointment of teachers in state-run madrasas, in a bid to make it more accountable and responsible. According to reports, it will become mandatory for teachers to qualify for the UP Teacher Eligibility Test (TET) before getting any teaching assignment at the madrasas.

This step will not only bring more transparency in appointment of teachers but will also improve the standards of teaching in the madrasas, especially in subjects other than Islamic Studies i.e. Science & Social sciences.

The state government move comes amid apprehensions of religious extremism taking ‘upper hand’ at the madrasas and thus playing a part in ‘corrupting’ the mind of youngsters.

Currently, the teachers are recruited by individual management of madrasas & minimum qualification is a graduation and a BEd degree.

When the new plan is launched, the candidates will have to clear a separate exam named ‘TET’.

In 2018, the Yogi govt had introduced NCERT curriculum in madrasas, however, the teaching condition of subjects such as science & social sciences remains unsatisfactory.

Under the new plan, the madrasa management committee will continue to hold sway but if the candidates aren’t for TET qualified, they won’t get any hiring.

Currently, there are about 560 aided madrasas in the state and employ about 8,400 employees in total.

“We are planning to bring in the rule. The proposal has been sent to the government for consideration. Appointing teachers through a TET will streamline the procedure and bring in more transparency,” Minister of State for minority welfare, Danish Azad Ansari, told media.

Women Madrasa

Earlier this year, the madrasas across the state made recitation of national anthem as a mandatory activity along with the morning prayers. The UP Board of Madrasa Education, in March this year, made the recitation of national anthem and hoisting of national flag in madrasas compulsory.
