Citizens to be connected to E-Cabinet soon

New Delhi: New areas are being brought under e-governance and Digital India Mission in Uttar Pradesh, and the National Informatics Centre (NIC) is putting in efforts to make it possible very soon.

NIC is a unit under the Ministry of Electronics and Information Technology of the Government of India and is engaged in providing digital services in UP on an all-India basis.

At present, it is providing several services in the Chief Minister’s Office, prominent among which are the Jan Sunwai Portal (Integrated Grievance Redressal System or IGRS), CM Helpline 1076, CM Relief Fund Portal, CMIS Portal, E-Cabinet, Nivesh Mitra, Anti-Land Mafia Portal and Anti-Corruption Portal.

In the coming days, the Protocol Postal will be launched to take care of all protocol related issues. These include approval of the tours of all dignitaries coming to UP, their transport, security arrangements, boarding and lodging arrangements etc. all related documents and bills etc will also be uploaded online for quick disposal. In addition, it is also proposed to connect citizens to the E-Cabinet portal.
Remarkably, the Jansunwai Portal (IGRS) has been hugely successful in the state. So far, 3 crore 54 lakh 37 thousand 467 complaints have been registered on it, out of which 3 crore 48 lakh 87 thousand 377 have been disposed. It also has the provision that citizens can register their application, monitor its progress, send reminder and send suggestions.

On the CM Helpline 1076, so far 1 crore 1 lakh 61 thousand 355 complaints have been registered out of which 96 per cent have been disposed.

Through the CM Relief Fund (CMRF) Portal, so far Rs 393 crore 72 lakh 31 thousand 642 have been disbursed among 22,006 beneficiaries. The progress of industrial investment proposals worth more than Rs 1 crore is monitored through the CMIS Portal. Out of 13,773 such proposals, 5132 have been completed and work is in progress on 8641 projects.

E-Cabinet is a very significant service which enables remote participation of Ministers in meeting through video conferencing, with electronic meeting papers, and monitoring the actions taken as per the decisions.

The Chief Ministers, ministers, chief secretary, additional chief secretary, principal secretary, secretary information and other secretaries concerned are connected to it. It is proposed to connect citizens to it, and work is in progress in this direction.

The Nivesh Mitra has played a very important role in bringing industrial investments to the state. On this portal, 354 services of 29 government departments have been integrated. It facilitates complete end to end solution without any physical touch points for application submission, online payment, tracking and monitoring, approvals, online availability of approved certificates/NOCs, etc, as also consolidated payment for all submitted applications. Uttar Pradesh ranked second in Ease of Doing Business ranking after implementation of Nivesh Mitra.

Through the Anti Land Mafia Portal, so far 3 lakh 26 thousand 342 cases have been received and out of these, 3 lakh 22 thousand 248 have been disposed, leading to freeing of 49,516 hectares land in rural areas, and 1 crore 52 lakh 54 thousand 875 sq feet land in urban areas.

Any citizen can lodge a complaint of corruption against any officer of any department on the CM Anti-Corruption Portal. So far, 6,264 references have been registered. Complainant can upload audio and video links through portal as a proof of their application. The complaints registered through this portal are kept confidential.

Uttar Pradesh is the leading state in India in terms of E-Governance. Under the E-District scheme, maximum numbers of services have been brought online in Uttar Pradesh. These include E-Office, Hospital, Human Resources, Counselling, Transport, Integrated Finance, Urban Services, Bhulekh, Examinations, MSME, Scholarships, Social Pensions, Public Distribution System (PDS), Stamp Registration, Education and Relief.

Other services being provided on digital platforms are the first in India digitalisation of the largest Vidhan Sabha of the country, online scholarship system implemented for the first time in India, Treasury computerisation done for the first time in India, E-Tula system launched for the first time in India, Digital Land Project, computerisation of the Food and Essential Commodities Department, speedy implementation of the Ownership Scheme, and the implementation of the online Darpan Dashboard for effective monitoring of projects.

Uttar Pradesh has won several national awards for Best E-Governance Performance in India. Besides, the state has also won many national awards in different categories of E-Governance.
