Files being sent without CM signature: Delhi LG writes to Kejriwal, flags violation of procedures

The letter says that the files sent to LG are not being signed by Chief Minister and this seriously impairs smooth & effective governance.

New Delhi: Delhi Lieutenant-Governor (LG) VK Saxena has written to Chief Minister Arvind Kejriwal, flagging series of violations regarding signature in government files.

In a strongly worded letter, the LG raised the matter of flouting of rules & guidelines in signing of files and urged the Chief Minister to ensure compliance of protocols & rules at all levels.

The letter says that the files sent to LG are not being signed by Chief Minister and this seriously impairs smooth & effective governance.

The LG urged the Chief Minister to introduce e-office system in offices to ensure seamless movement of files.

The letter says that files are being sent to Lt Governor for consideration & approval without affixing signatures of the Chief Minister. Calling for an end to this practice, the LG said that such departures from past is not a welcome move.
These files are often marked by junior officers to LG Secretariat, contain file notings and says that ‘CM has seen & approved it’.

“This is in gross disregard and violation of laid down procedures, rules and regulations which specifically outline that such files must be signed by the CM,” said the letter.

Notably, the LG has sent letters to Chief Minister on previous occasions also, pertaining to other issues.

Last week, VK Saxena shot off letter to CM Kejriwal and cited delays in various important projects like Central Vista, Metro Phase IV, Regional Rapid Transit System(RRTS), and Dwarka Expressway, due to pending tree-removal permission.
