Kerala to take lessons from Gujarat model? Chief Secretary to visit state for 3 days

Chief Secretary VP Joy along with Umesh IAS, staff officer in-charge of Chief Secretary’s office will visit Gujarat for 3 days to study the latter’s dashboard system for e-governance.

New Delhi: In an expected development, the CPI(M)-led government in Kerala has decided to send a two-member delegation led by its Chief Secretary to Gujarat to study its ‘growth model’.

Chief Secretary VP Joy along with Umesh IAS, staff officer in-charge of Chief Secretary’s office will visit Gujarat for 3 days to study the latter’s dashboard system for e-governance. The report will be submitted to Kerala government within a week. The dashboard system was started during Vijay Rupani’s tenure in 2019.

While Congress & Left parties pull no punches in pulling down BJP model of growth and in particular Gujarat by raking up 2002 riots, this ‘lesson learning’ practice has taken many by surprise. Moreover, the Left as well as Cong party went overboard in showering Kerala model when the nation was battling Covid crisis. Kerala did well early but as pandemic persisted, it was among the worst affected states.

What is dashboard system, started in 2019

The dashboard scheme was launched in 2019, to monitor the district-level implementation of various government schemes. This model of ‘central control’ ensured good productivity & delivery of services of common man while also enabled the Chief Minister to monitor the role of top government officials. The system was set up with an aim to resolve the grievances of common people.

Using the dashboard scheme, the Chief Minister can easily evaluate the implementation of government schemes and also functioning of various departments. A vast database is created in the dashboard and thus allows top officials to monitor the progress on daily basis. Also, each category can be allotted a star rating, depending on its performance. This in turn facilitates competition between departments and uplifts their productivity.

The Gujarat model of growth was also discussed at a recent meet between PM Modi and Kerala CM Pinarayi Vijayan. After his return to Kerala, the Chief Minister has directed the Chief Secretary to visit Gujarat and study the dashboard system.

The move is bound to invite political reactions. In fact, BJP Kerala president, in first reaction, said that this proves that Gujarat model is the right model.
